First things first: a rug. Every time I start planning a room, I almost always start with what rug I'm getting. Adding a rug is one of the easiest ways to bring a room together. It creates the base and helps set the flow.
I do agree with the standard "rug placement rules" for a room, which are easily found on websites like Pottery Barn. But I will say rules are meant to be broken sometimes. I definitely centered my rug in my bedroom and did not center it on my bed. To me, this works in my small space because if I had gone a size smaller it would feel very piecemeal. And yes, you can put a rug on carpet. No one is stopping you. (just make sure to get the lowest pile height.)
At the end of the day, I generally would say that leaning towards a bigger size rug is always the safer option. I believe places like wayfair and amazon have technology that allows you to see certain products in you room if you input room dimensions - this can be very helpful in making sure your rug isn't too small!
